Is the Republican Medicare plan better than the reductions Obamacare will make in it?

Obama stated that his medical plan would save tax payers money, but already even before most of it is implemented is costing tax payers a lot. For instance those that have insurance, their premiums went up a lot. So whatever Obama claimed about cutting 568 billion is false and is a made up number. On the other hand Ryan's plan to privatize medicare is much more likely to save the U.S.a bundle of money. But nothing is a sure thing either way.
