Free HIV and HCV testing?

I am an uninsured college student. Here in my backwards state free testing is not provided for HIV and HCV. I am afraid that I am at risk for HCV and I am considering donating blood. Is it correct that my blood will be screened and I will be notified if positive for HCV? In addition to this, how likely is it that the virus will not be detected and my blood contagious?
