How do respond to a hit and run accident?

I understand your story and it is all too familiar. My only explanation is that........I guess they are just trying to end the case as soon as they can without needing to do extra paperwork. What you should do now is forget about it....you are not going to gain anything except stress yourself out. VERY SAD.
