Where do i stand in terms of owning an uninsured vehicle on the road but not driving it?

My car insurance ran out and it was parked outside my house in a parking bay that is considered public. I wanted to sell the car and therefore had to clean it. In the process i moved the car one space in order to not get any other cars wet in the process. As i was doing so an anpr car pulled up and took the car. Obviously i was in the car at the time and although it was obvious i wasnt going anywhere they will stll push for driving while uninsured. What are the penalties for simply owning an uninsured vehicle on the road? (im guessing just a fine?) as opposed to driving one which i know is 6 points and a fine.
