Is it legal for me to drive if I only have a permit, but I have a person in my car with a European license?

I live in Missouri. I know I can legally drive if I am uninsured and only have a permit if my passenger has a license. But does it still work if that person is visiting from Europe and has a license from there (and is also insured)?
