CAN YOU APPEAL AN OLD TRAFFIC TICKET?

got a ticket for driving an uninsured vehicle but I do have insurance.the cop was an ***.I never received anything about the tickets, I'm in college...so how do I go to court for the tickets,it suspended my licence
